Blocking Visitors From Countries That Can't Buy From eBay

I have noticed other epn scripts are able to block visitors with IP addresses from countries outside the eBay locations. This is useful in improving EPC by blocking visitors who can't purchase from eBay in their country and bot-clicks. Does anybody know how the mcjiffy geo-location works and if this blocking could be implemented?
